İbrahim Oktay Nemutlu graduated from Ankara University Faculty of Law in 1972 and has extensive professional experience in administrative litigation, legal advisory, insurance, financial leasing, academia and corporate law.
Nemutlu began his career at the Council of State, serving as an assistant rapporteur and administrative judge from 1973 to 1988. During this period, he gained extensive experience in public law, administrative acts and administrative litigation.
After leaving the judiciary, Nemutlu lectured at Anadolu University and subsequently served as Claims Manager at AIG American Home Insurance Inc. Following his work on insurance disputes and claims, he held legal counsel positions at various companies and institutions.
Nemutlu served as Secretary General of the Financial Leasing Association and acted as legal counsel to Galatasaray University and Eskişehir Metropolitan Municipality. He continued his academic career at Haliç University as a lecturer and adviser to the rector.
In 2008, Nemutlu founded NCN Law Firm, where he continues his practice as founding attorney. Drawing on his diverse experience across the judiciary, academia, the private sector, insurance and public institutions, he brings a comprehensive, multidisciplinary perspective to legal matters.
